1981
During the unprecedented professional wrestling boom, many professional wrestling organizations were started all over the world. A severe rivalry existed among the organizations.
In order to resolve this conflict, 8 organizations combined to form the Capcom Wrestling Association, led by Victor Ortega, its founder and first champion.
One day, Ortega suddenly vanished. Ortega was basically the glue that held everything together and his unexpected disappearance caused the CWA to enter an age of confusion and disorder. The BWA, an illegal underground wrestling organization, chose to take advantage of this opportunity and began moving. The CWA chief executives decided to organize a world tour tournament called the Crash Carnival to decide the new king of the CWA.
Mike Haggar competes in the CWA Crash Carnival as elections for Mayor of Metro City occur. He also forms a tag team called the “Knuckle Busters” with Alexander the Grater. It is not known who was the official winner of the tournament, but Ortega challenges the winner to a match.
1982
After a year in missing in the ring, Ortega returns to challenge the winner of the Crash Carnival tournament. Sometime later, The Scorpion, leader of the BWA, meets with Ortega and persuades him to put up his CWA championship, and with that, The International Blowout had begun.
It is not known who is the official winner of this tournament, but it is known that sometime after that Haggar retires from professional wrestling, leaving his mentorship role for Biff Slamkovich and Gunloc in order to run as mayor of Metro City, an island across from Manhattan, New York.
